The 28th Contracting Squadron, Ellsworth AFB, SD intends to award a sole source contract to Astronics Test System, Inc. for Pinpoint TPS (Test Program Set) Development for Coax-Switch.

APPLICABILITY OF AUTHORITY:

The statutory authority permitting other than full and open competition for this acquisition is the Federal Acquisition Regulation (FAR) and the Air Force Federal Acquisition Regulation Supplement. FAR 13.106-1(b) justifies limiting the source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The attached sole source justification, outlines the Contracting Officers justification and reasoning to award a sole source award to Astronics Test System, Inc.

All responsible sources who believe they can meet all of the requirements in the attached Statement Of Work may submit a capability statement, or quotation, which shall be considered by the agency.

Funds are presently available for this effort. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any cost.
