Synopsis - Notice of intent to solicit: Full and Open Competition

This will be a firm-fixed priced commercial services contract, pursuant to Federal Acquisition Regulation (FAR) 6.102 (b) that will contain a one (1) 12-month base and two (2) 12-month options. This solicitation will be issued under North American Industry Classification System (NAICS) code 541620. The corresponding SBA size standard is $16.5 MIL.

DESCRIPTION OF SERVICES: This acquisition is for non-personal services to provide Adaptive Management support to the ongoing development and implementation of the Missouri River Management Program.

• Provide Structured Decision-Making expertise to the MRRP


• Implement the USFWS BiOp issued to the USACE, and participate as a member of the Technical Team (TT)implement the USFWS BiOp issued to the USACE, and participate as a member of the Technical Team (TT)


• The USACE shall not exercise any supervision or control over the contract service providers performing the services herein


• Lead collaborative SDM engagements between agency and stakeholders to increase understanding of complex issues


• Use and develop specialized decision analysis tools (e.g. Hydroviz) to help display impacts and effects of actions on Human Considerations


• The contractor’s staff shall be accountable solely to the contractor who, in turn, is responsible to the USACE
