See attached SOLICITATION NOTICE for solicitation number 75H70122R00062 for a construction project for the Indian Health Service (IHS). The purpose of this project is to provide installation of three separate Covid-19 storage buildings. One 80 feet x 40 feet storage building with four insulated garage doors and a 3-foot man door on both sides to be located within Pine Ridge, South Dakota next to the current security building. One 40 feet x 32 feet storage building with two insulated garage doors and a 3-foot man door on one side to be located within Kyle, South Dakota next to the current FEMA trailer. In Kyle the fencing in front of the new storage building will be demolished and new chain link fencing will be installed from the nearest link to both sides of the building. One 40 feet x 32 feet storage building with two insulated garage doors and a 3-foot man door on one side to be located within Wanblee, South Dakota next to the current FEMA trailer. In Wanblee, the fencing in front of the new storage building will be demolished and new chain link fencing will be installed from the nearest link to both sides of the building. This new fence will also accommodate a door situated too allow access side door in Kyle and Wanblee. All three installed Covid-19 storage buildings will be placed and anchored to a concrete pad with an accompanying concrete apron that is sloped to prevent water buildup out to the adjacent road. The concrete apron shall be 80 feet x 12 feet in Pine Ridge, and 40 feet x 12 feet in Kyle and Wanblee. The buildings will also have electrical service connected, outlets provided and installed, and overhead LED lighting. As well as a sufficient unit heater installed. The designed buildings will have insulation, steel siding, and steel roof.

This project will be procured as a 100% Small Business set-aside solicitation under North American Industry Classification System (NAICS) code 236220 Commercial and Institutional Building Construction. The associated size standard for this procurement is $39.5 million. Please review all attachments to this notice for details.

SCOPE OF WORK: See Section C of the attached solicitation for details.

LOCATION OF PROJECT: Pine Ridge, Kyle and Wanblee Health Centers, South Dakota. See project documents.

TERO: TERO fees do apply.

CONSTRUCTION DURATION: Period of Performance is 270 calendar days after issuance of a Notice to Proceed.

CONSTRUCTION MAGNITUDE: In accordance with FAR 36.204, the magnitude of this construction project is anticipated to be between $500,000.00 and $1,000,000.00.

SITE VISIT: A formal site visit is not planned. Offerors may contact the IHS Project Engineer to coordinate a site visit (in accordance with FAR 52.236-27). The Project Engineer’s contact information is provided within the solicitation.

CONTRACT TYPE: The IHS intends to award a Firm Fixed Price (FFP) construction contract in support of this requirement. This solicitation will be procured as a Request for Proposal (RFP) in accordance with FAR Part 15 and 36 procedures.

QUOTE REQUIREMENTS: See Sections L&M of the solicitation.

QUOTE DUE DATE: The offeror’s quotation shall be submitted electronically no later than the due date and time indicated in block 13 of the SF 1442, unless changed by amendment.

EVALUATION: In accordance with FAR 15.101-2, the evaluation for this award will be based on the lowest price technically acceptable proposal (LPTA). See Sections L&M of the solicitation for specific requirements. Prices proposed must reflect the offeror’s understanding of the requirement, ability to perform, and be considered fair and reasonable to the Government.

Price is the discriminating factor for award among eligible offers. The total firm fixed price listed in block 17 of the SF1442 shall be utilized for the overall price evaluation and to determine the lowest priced offer.
