THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are small businesses, HUBZone small businesses, woman owned small business concerns, 8(a) small businesses, or service-disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs. Interested businesses must submit the following by e-mail to CFLAcquisitions@dot.gov (Attn: Kelly Palmer) for receipt by close of business (2 p.m. local Denver time) on April 3, 2023



(1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor;



(2) A list of all confirmed socioeconomic categories (i.e., 8(a), small-disadvantaged business, HUBZone small business, service-disabled veteran-owned small business, EDWOSB, or WOSB status) that apply to your business;



(3) A letter from a bonding agent stating your firm’s capability to bond for a single project of $2 million, and your firm’s aggregate bonding capacity; and



(4) Provide a list of road construction projects of equal or greater value and scope to the SD FLAP 392(1) Maga Ta-Hohpi Access Road project in which you performed (as the prime contractor) work in a national forest, national park, national monument and/or natural resource sensitive areas.  Experience in construction phasing, temporary traffic control, and timely completion of construction is required.  State whether your firm was the prime contractor or subcontractor on the project. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK.

PROJECT NUMBER: SD FLAP 392(1)



PROJECT NAME: MAGA TA-HOHPI ACCESS ROAD



PROJECT DESCRIPTION: The purpose and need for this project is to provide improved all weather access to the Maga Ta-Hohpi unit of the Wetland Management District (WMD) through The Hartland Township approximately 7 miles west of Huron, SD. The existing access via 392nd Ave has been fully inundated with water for years and will no longer be used. The existing 207th St will be improved and used as the new permanent route to the Maga Ta-Hohpi Waterfowl Production Area (WPA) Maintenance facility.



SCOPE OF THE WORK: The scope of work is to improve 207th Street to make a permanent route to the Maga Ta-Hohpi WPA Maintenance facility and to construct the entrance road and parking area for the new Headquarters/Visitor Center facility off US 14. A proposed parking area and entrance road for the new U.S. Fish and Wildlife Service (USFWS) headquarters.



Proposed work includes rehabilitation and gravel surfacing of approximately 1 mile of existing 207th Street, from 392nd Avenue to 393rd Avenue, adjacent to the Maga Ta-Hohpi WPA. Earthwork, and raising road grade, are anticipated to address the existing surfacing problems on the road. Initial grading and final aggregate/asphalt surfacing for a proposed parking lot and entrance road will need to be coordinated with the contractor awarded to build the new USFWS headquarters. Both CFL and USFWS contractors will be working simultaneously to achieve the construction of parking lot and headquarter building.

  • 3,400 Cubic Yards Roadway Excavation

  • 9,000 Square Yards Clearing and Grubbing

  • 8,700 Tons of Aggregate Surface Course

  • 2,785 Cubic Yards Waste

  • 4,900 Square Yards Site Grading

The estimated price range of the project work is between: $700,000 and $2,000,000.
