NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS
The U.S. Department of Energy, Western Area Power Administration (WAPA), intends to award a sole source contract under the authority of FAR 13.5, Simplified Acquisitions - Test Program for Certain Commercial Items, to EMPRIMUS, 4301 Highway 7, Suite, 140, Minneapolis, MN 55416, in order to purchase equipment able to block Geomagnetic Induced Current (GIC) from flowing through the neutral grounding connection of a transformer and thus preventing the GIC from entering the power system. EMPRIMUS is the manufacturer of this equipment. This notice of intent is not a request for competitive proposals. No solicitation is available for this requirement. If a firm believes DOE should not pursue this sole source procurement with EMPRIMUS, they should submit a capability statement and pricing information for the requirement via FEDCONNECT website (https://www.fedconnect.net) no later than January 22, 2021, by 12pm CT. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for reimbursement of any costs incurred by interested parties in response to this Notice.
