The purpose of this proposal is to facilitate the selection of a Construction Manager at Risk (“CMAR”) firm to provide preconstruction and construction services for the construction of improvements to the City’s wastewater treatment facility (WWTF) and wastewater collection system.
The proposed project will consist of, but is not limited to, the following: sanitary sewer replacement, sanitary sewer lining, WWTF equipment replacement/addition, new aeration basin, new final clarifier, general WWTF improvements.

Proposal Documents may be downloaded from the designated website. The designated website will be updated periodically with information relevant to submitting a Proposal for the Project. All official Proposal Documents will be offered only through the designated website.
The City of Watertown (Owner) has issued this one-step solicitation for the Watertown
WWTF and Collection System Improvements Project (Project) and invites responses to
this request for qualifications/proposals (RFQ/P).
Firms interested in providing construction management at-risk (CMAR) services for the
Project should submit their Proposal according to the requirements set forth in this
RFQ/P, including the format and content guidelines in Section 5. Proposals will be
reviewed, evaluated, and ranked using a qualifications-based/best-value selection
process, as described in Section 6, for award of the CMAR Contract, which is provided
as RFQ/P Attachment C (Draft CMAR Contract).
This project involves improvements to both the City of Watertown wastewater collection
system and the wastewater treatment facility (WWTF).
The City of Watertown wastewater collection system consists of approximately 135
miles of sanitary sewer pipe and 48 City-owned lift stations. The wastewater is
collected and delivered to the WWTF for treatment. Portions of the collection system
are in need of repair.
The City of Watertown WWTF serves a population of 25,000 and treats mainly
municipal wastewater at an average design flow of 4.0 MGD. Treated water is
discharged to the Big Sioux River.
The WWTF was originally constructed in the 1930’s. Major facility expansions occurred
in the 1960’s, 1990’s and 2010’s. A facility plan and condition assessment were
completed in 2021. Many of the improvements for the current project were identified in
this facility plan. Improvements are required to the WWTF due to process reliability,
new discharge permit requirements, and capacity needs related to City growth.
City of Watertown sanitary sewer design standards apply to this project. The Project
will be partially funded by SRF funds and ARPA funds; therefore, SRF and ARFP
requirements apply. Additional information specific to the Project scope, design
standards, and technical requirements are described in more detail in RFQ/P
Attachment D (Project Description and Background Information) and RFQ/P Attachment
E (Facility Plan).
