REPLACEMENT PROJECT NO. 2022

General Notice

City of Watertown (Owner) is requesting Bids for the construction of the following Project:

WASTEWATER TREATMENT FACILITY PRIMARY CLARIFIER NO. 2 REPLACEMENT PROJECT NO. 2022

Bids for the construction of the Project will be received at the City Finance Office located City Hall until 2:00 PM on Wednesday the 23rd day of June, 2021 local time. At that time the Bids received will be publicly opened and read.

The Project includes the following Work:

Replacement of an existing 85 foot diameter primary clarifier at the Watertown South Dakota Wastewater Treatment Facility. The project generally includes removal of the existing concrete, mechanism and under-slab piping and replacement with new, as well as removal of all demo material and site restoration (regarding, seeding, sidewalk replacements, etc.). The existing primary clarifier has an aluminum dome cover that will be reused. The Contractor will remove it prior to demolition of the existing clarifier and re-install on the new clarifier structure when completed. Modifications to the aluminum dome are also required, removing the existing effluent launder aluminum access hatches and replacing with fiberglass access covers.

Bids are requested for the following Contract: Wastewater Treatment Facility Primary Clarifier No. 2 Replacement Project No. 2022

Owner anticipates that the Project’s total bid price will be approximately $2.3 million. The Project has an expected completion date of one year after the notice to proceed.

Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.

Prospective Bidders may examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8am to 5pm, and may obtain copies of the Bidding Documents as described below.

Printed Bidding Documents may be obtained from HDR’s Sioux Falls office via in-person pick-up. Due to the size of the document set, they are printed on an as-requested basis and therefore a copy must be requested in advance of pickup.

Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.

Instructions to Bidders.

Bidders on this work will be required to comply with the President’s Executive Order Nos. 11246 as amended, 11518 and 11625 as amended. The requirements for bidders and contractors under these orders are explained in the specifications.

Bidders on this work will be required to comply with Title 40 CFR 33 and Executive Order 12138. The requirements for bidders and contractors under this regulation which concerns utilization of Disadvantaged/Minority Business Enterprises (DBE/MBE) and Women’s Business Enterprises (WBE) are explained in the specifications. The DBE/MBE and WBE goals for participation in the contract in terms of percentage of contract value are as follows: MBE 1.0 percent; WBE 4.0 percent.

Davis Bacon and Related Acts wages and American Iron and Steel Provisions apply to this project. All provisions relative to those acts must be met.
