Description

This is a PRESOLICITATION NOTICE for Solicitation No. 75H70124R00005 for the Cheyenne River Parking Lot Maintenance, Eagle Butte, SD a construction project for the Indian Health Service, Division of Engineering Services. The Government anticipates releasing the solicitation on or about 13 December 2023 and will remain open for approximately 30 calendar days. The solicitation and all amendments for this Request for Proposals will be posted on https://sam.gov/. A full scope of work, plans and specifications and Service Contract Act Wage Determination will be included in the solicitation documents. Additional details can be found in the solicitation when it is posted to https://sam.gov/.



SCOPE OF WORK: The Cheyenne River Health Center (CRHC) recently had a traffic control study done to better evaluate their parking facilities. The intent of this project is to comply with the results of the study and apply its recommendations. The CRHC parking lot also has some major cracking and fraying throughout the facility. To fix the cracking in the parking lot the entire lot will be repaired and chip sealed. The existing signage is also weathered and should be replaced. Due to the accumulation of snow the existing fencing for the staff parking lot has been damaged and needs repaired.



LOCATION OF PROJECT: All work shall be performed at the Cheyenne River Health Center located in Eagle Butte, SD. Work included under this contract will be in Ziebach County, South Dakota.



CONSTRUCTION DURATION: Period of Performance is 180 calendar days from issuance of the Notice to Proceed.



CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $500,000 and $1,000,000 in accordance with FAR 36.204.



SITE VISIT: Details regarding the Site Visit will be included in the solicitation.

This project will be solicited as Unrestricted, Full and Open Competition under North American Industry Classification System (NAICS) code 237310 Highway, Street, and Bridge Construction. The associated size standard for this procurement is $45 million. Large Businesses will be required to submit a Small Business Subcontracting Plan upon award of contract. This solicitation will be procured as a Request for Proposals (RFP) in accordance with FAR Part 15.101-2 utilizing the Lowest Price Technically Acceptable (LPTA) evaluation criteria.



CONTRACT TYPE: The Indian Health Service intends to award a Firm Fixed Price (FFP) contract in support of this requirement.
