The 28th Contracting Squadron, Ellsworth AFB, South Dakota, has issued the solicitation FA469023R0005. At this time EAFB plans to compete and award a single firm fixed price (FFP) contract using FAR Part 19.8 - Contracting with the Small Business Administration (The 8(a) Program) for intergraded solid waste services for Ellsworth AFB. Please see attached Performance Work Statement for more information.

This will be a 100% Section 8(a) set aside solicited under North American Industry Classification System (NAICS) 562111 with a size standard of $47,000,000.00. To be eligible to compete for this Section 8(a) set-side, vendors must be certified in accordance with current Small Business Administration (SBA) regulations.

A pre-proposal site visit for this requirement will be conducted on 15 June 2023 at 10:00 a.m. Mountain Standard Time. If access is required to Ellsworth AFB, access must be coordinated with TSgt Jonathan Slayton at jonathan.slayton@us.af.mil no later than 12:00 p.m. Mountain Standard Time, on 12 June 2023. Questions in regards to the soliciation are due to TSgt Slayton No Later Than 4:00 p.m. Mountain Standard Time on 19 June 2023. Answers will be posted no later than 4:00 p.m. Mountain Standard Time on 21 June 2023.

All interested and responsible entities are invited to submit a quote that will be considered by the 28th Contracting Squadron at Ellsworth AFB, South Dakota. The award will be based on the criteria established in the solicitation.

Vendor quotes and all items required as listed within the Addendum to 52.212-1, Instruction to Offerors, are due to be submitted no later than 12:00 p.m. Mountain Standard Time, on 23 June 2023 to TSgt Jonathan Slayton at jonathan.slayton@us.af.mil. Please title all submissions with the following subject line: “Quote – FA469023R0005 - Integrated Solid Waste Services”.

Any interested 8(a) vendors submitting a quote must have and list within the quote the vendors assigned Cage Code and be registered and ACTIVE in the System of Award management (SAM) at www.sam.gov in order to receive an award for this procurement.
