Description
The Department of Interior, Bureau of Land Management (BLM), Montana State Office is soliciting quotations for construction activities to include road grading, culvert & water bar installation and aggregate gravel placement. The project work is located in Lawrence County on the Spruce Gulch Road 1-mile south of Deadwood, South Dakota.

Pursuant to Part 13 and Part 36 of the Federal Acquisition Regulations, BLM issued the Request for Quotations (RFQ) on January 10, 2023. The estimated price range of this acquisition is between $100,000 and $250,000. BLM issued the RFQ under the total small business set-aside program. The applicable North American Industry Classification System (NAICS) Code is 237310.

A single contract award will be made to the offeror that submits a quotation that has been determined to be the best value within the Federal Acquisition Regulations. A firm-fixed priced contract is contemplated. Quotations are due on February 9, 2023, at BLM's Montana State Office, 5001 Southgate, Billings, Montana. Offerors may submit electronic quotations to cmundt@blm.gov as a response to the solicitation. Electronic quotations will be subject to the same rules as paper quotations.

The Government anticipates award of this procurement on or around April 4, 2023. Due to various environment restrictions, the successful contractor will be required to commence work after August 21, 2023. There will be no work allowed on the Spruce Gulch Road during the time-period of September 21, 2023, thru September 23, 2023, but the Spruce Gulch Road must be passible to the traveling public to accommodate for the annual "Jeep Jamboree". The entire project shall be complete no later than October 31, 2023. The time stated for completion shall include final cleanup of the premises.

All prospective contractors must be registered in the System for Award Management (SAM) to be eligible for award. If you have not updated SAM since October of 2020, you are advised to update early to be sure you are in compliance with the expanded Section 889 prohibitions on not using certain covered technology products.

The successful contractor shall electronically submit all payment requests for the anticipated contract through the U.S. Department of the Treasury's Invoice Processing Platform (IPP). If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with its offer.
