Description

The Great Plains Area Indian Health Service is issuing a sources sought notice as a means of conducting market research to identify Indian Small Business Economic Enterprises (ISBEE), Indian Economic Enterprises (IEE) and any other Small Business Concerns having an interest in and the resources to support a requirement for the testing, certification, preventive maintenance, and repair of various pharmacy and laboratory biological safety cabinets, laminar flow and other hoods/cabinets and workrooms/stations as well as consultative services in design, workflow and construction for compliance with USP 797, USP 800 and related standards for Multiple Locations. Refer to attached (draft) Statement of Work for required services.



The GPAIHS intends to solicit for a contract for the testing, certification, preventive maintenance, and repair of various pharmacy and laboratory biological safety cabinets, laminar flow and other hoods/cabinets and workrooms/stations as well as consultative services for compliance with USP 797, USP 800 and related standards at multiple hospitals, health centers and clinics within North and South Dakota. The contract term shall be for a base year with four one-year options.



The result of this market research will contribute to determining the method of procurement.



The applicable North American Industry Classification System (NAICS) code assigned to the services for this procurement is: 811219 Other Electronic and Precision Equipment Repair and Maintenance and the Classification Code assigned is: J066 Maint/Repair/Rebuild of Equipment—Instruments and Laboratory Equipment.



THERE IS NO SOLICITATION AT THIS TIME. This is a request for capability information and does not constitute a request for proposals. Submission of any information in response to this market survey is purely voluntary. The Federal Government assumes no financial responsibility for any costs incurred.



If your organization has the potential capacity to provide these products/services, please provide the following information:




  1. Organization name, SAM UEI, address, email address, Web site address, telephone number, and size and type of ownership for the organization;

  2. If your organization qualifies as an IEE or ISBEE, complete the attached IEE Representation form.

  3. Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements;

  4. Applicable company GSA/VA schedule number (including contract number and category/special item number) or other available procurement vehicle;

  5. Past Performance Information using the attached Past Performance Questionnaire.



BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE for IEE, SET-ASIDE for ISBEE, SET-ASIDE TOTAL SMALL BUSINESSS OR PROCURED THROUGH FULL AND OPEN COMPETITION. IHS anticipates a firm fixed-price contract awarded on an all-or-none basis. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.



Submission Instructions: Interested parties who consider themselves qualified to perform/provide the above-listed services are invited to submit a response to this Sources Sought Notice by October 18, 2022, by 4:00 p.m. Central.
