This is a PRE-SOLICITATION SOURCES SOUGHT NOTICE only. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS OR PRICING AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. This notice shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs.

Responses to this notice will be treated only as information for the Government to consider as part of their market research efforts. The information provided will be used by the Government in developing its acquisition strategy regarding possible set aside for Veteran Owned and other socio-economic categories of small business. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this notice and parties responding will not be entitled to payment for direct or indirect costs incurred in responding to this notice.

The North American Industry Classification System (NAICS) code for this requirement is 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, with an SBA Small Business Size Standard of $12.5 million.

1. Please identify any of your firm s existing contract vehicles (e.g., GSA federal supply schedules) which provide similar services as those described in the Statement of Work (attached).

2. Please provide all social-economic categories of your firm (e.g., SDVOSB, VOSB, WOSB, Large Business, 8a, etc.) as well as your firm s SAM Unique Entity ID number (replaces DUNS number) and Government Contract POC.

Emergency Generator Repair Services
STATEMENT OF WORK
Hot Springs VA Medical Center

Statement of Purpose:

The purpose of this solicitation is to establish a one-time repair services agreement through a qualified, capable, and regionally located contractor. Repair services for four (4) fixed emergency standby Generators are required at the Hot Springs VA Medical Center, Hot Springs, SD. Approved vendor agrees to administer the proposed objectives pursuant to the terms of this Statement of Work and in the proposal submitted by Department of Veterans Affairs Black Hills Health Care System.
Goals of the Agreement:
Contractor will provide complete repair services to each of the four (4) Emergency
Generators specified in this statement of work for the identified deficiencies as detailed.
Contractor will coordinate with VA Maintenance Foreman / Contracting Officers Representative (COR) and VA Electricians, to assist in connecting temporary generator to the transfer switch.
Provide and connect one (1) temporary backup Generator to provide power to the applicable building transfer switch during oil pan removals for Buildings 10 and 12 Gensets, respectively.
Contractor and VA Electricians will work in conjunction to test and verify that each generator functions properly upon completion of repairs.
Contractor will coordinate with VA Maintenance Foreman / COR in an expedient fashion, in order for commencement of this service to occur no later than 45 calendar days from contract award.
Description of Services Required:

Generator 1, Building 10:
Provide and connect temporary backup Generator for Building emergency power capability
Replace Oil Pan
Replace Oil Pan Gasket
Replace Oil Filter
Fill Oil to proper level
Flush and fill Coolant and verify proper concentration

Generator 2, Building 12:
Provide and connect temporary backup Generator for Building emergency power capability
Replace Oil Pan Gasket
Replace Oil Filter
Fill Oil to proper level
Provide Fuel Polishing Services to the Generator Diesel Fuel Tank
Flush and fill coolant and verify proper concentration

Generator 3, Building 18:
Replace all coolant hoses and clamps
Replace the block heater hoses and clamps
Replace the fuel flex hose
Replace all aftercooler hoses and clamps
Replace the radiator cap and seal
Replace the fan V-belt
Replace the thermostat and seals
Replace the alternator belt
Flush and fill coolant and verify proper concentration

Generator 4, Building 66:
Replace the water pump kit
Replace all radiator hoses and clamps
Flush and fill coolant and verify proper concentration
Replace thermostat and seals
Replace the exhaust pipe (flex)
Replace the fan v-belt, ribbed

Contractor Requirements:

Contractor will provide all labor, equipment, materials, and travel to perform the service.
Contractor will coordinate with VA Maintenance Foreman / COR, to schedule the date and time of service. VA Business hours are Monday through Friday, 8:00am to 4:30pm, excluding federal holidays.
Should after-hours or weekend work be required to complete a generator repair to restore operational capability, the contractor will inform the VA Maintenance Foreman / COR with as much advance notice as possible.
Contractor will resolve persistent issues related to the Generator repairs as quickly as possible to restore operational capabilities of each Generator.
The contractor will inform the VA Maintenance Foreman / COR of any unforeseen generator discrepancies identified during the performance of this service. A decision whether to authorize additional repairs will be made by the VA contracting officer. Notification of the decision will be given to the service contractor as promptly as possible.

The contractor is required to receive VA authorization prior to performing any additional repair services which are not described in this Statement of Work. VABHHCS will not be responsible for paying invoices for unauthorized work beyond the scope of this contract.
Contractor will work with the VA COR and VA Electricians to create a basic job plan and basic VA safety discussions prior to commencement of work on each Generator as they pertain to policy and other facility requirements.
All Contractor staff will wear all appropriate Personal Protective Equipment (PPE) for the task being performed while on VA property.
Contractor will follow all National Electric Code, NFPA and OSHA requirements as they apply during performance of this service.
Contractor will clean up all service-associated debris, materials, and spills, properly disposing these items off of VA facility property in accordance with state law.
Contractor will provide the VA Maintenance Foreman / COR an itemized list of all parts and materials used in the performance of this service. List will be signed and dated by the generator service technician which performed the work.
Training requirements: Each contractor on site will need to review, complete, and sign the attached TMS 20939 and return signed document to the COR.
