This Sources Sought Notice is a market research tool being utilized solely to determine the availability of qualified small business concerns prior to issuing a solicitation. This Sources Sought Notice is for information and planning purposes only. This is not a solicitation for proposals/quotes/bids, and no contract will be awarded from information received in response to this announcement.

Any information submitted in response to this Sources Sought Notice is voluntary, and the Government will not reimburse any costs associated with developing or providing information in response to this announcement.

The Great Plains Area Indian Health Service (GPAIHS), Aberdeen, South Dakota, is issuing this Sources Sought Notice in support of market research to identify qualified small business firms capable of providing a variety of Emergency Department (ED) Management and Staffing Services at five (5) GPAIHS medical healthcare facilities located in rural and remote areas of North and South Dakota. See the attached Performance Work Statement (PWS).

The North American Industry Classification System (NAICS) Code is 621111 (Offices of Physicians – except Mental Health Specialists), which has a corresponding Size Standard of $16.0M.

The Government invites responses from qualified small businesses, including, but not limited to: Small Businesses, Indian Economic Enterprises; Service-Disabled Veteran-Owned Small Businesses; Certified HUBZone Small Businesses; Small Disadvantaged Businesses; and Women Owned Small Businesses.

Interested parties should be registered in the System for Award Management (SAM), located at www.sam.gov. Interested parties must respond to this notice in writing no later than August 4, 2023. Interested parties must include the following information in the written response:

1. Company Name


2. Company Unique Entity Identification (UEI) number


3. Company small business status(es)


4. NAICS code(s)


5. Name, e-mail address, and telephone number of company point of contact with authority to act on behalf of the firm and knowledge to clarify responses/address questions with government representatives (if needed)


6. Company mailing address,, telephone number, fax number (if applicable), and website address (if applicable).


7. Capability Statement to address the Ability to Manage, Technical Ability (how the firm will meet the requirements described in the PWS), and Capacity (ability to handle the magnitude of the tasking and the size of the staff needed).


8. Submit the resumes of a minimum of 5 ED Physicians, 5 Advanced Practice Providers, 5 RNs, and 5 MSAs that meet the qualifications in the PWS.

Written responses should not exceed 50 pages. DO NOT SUBMIT PRICING INFORMATION WITH THE WRITTEN RESPONSE.
