B-21 Weapons Release Systems Shop (WRSS), Ellsworth Air Force Base (AFB), South Dakota (SD).





On or about 03 May 2023, this office will issue Request for Proposal (RFP) to B-21 WRSS, Ellsworth AFB, SD. The solicitation will close on or about 16 June 2023. This solicitation is RESTRICTED TO SMALL BUSINESS PARTICIPATION. The acquisition approach for this project will be a Best Value Tradeoff RFP following FAR Part 15 procedures.





Site Visit:



The site visit will occur 18 May 2023 at 09:00 AM MDT. Reservations and access must be arranged in advance, preferably via email, to the proposed project site at Ellsworth Air Force Base, South Dakota. Please limit site attendance to no more than six (6) persons per prime offering entity to include prime contractor personnel, potential subcontractors, and consultants. Site visit attendees may need to meet at a location outside the installation perimeter – precise location to be provided when arrangements for attendance are made.





Bidders shall email their request to the Points of Contact below no later than close of business 16 May 2023. The bidders wishing access shall provide the following information:






  1. Name of contractor

  2. Names of individual attendees

  3. A second identification, i.e., driver’s license number and state

  4. Any specific components of work that are of interest to be seen during the site visit (access/availability no guaranteed)

Project Description:



B-21 Weapons Release Systems Shop (WRSS), Ellsworth Air Force Base (AFB), South Dakota (SD).





This is one of several major construction projects that serves as part of a multi-year facilities bed-down in support of the B-21 program at EAFB, SD. This project consists of renovating an approximate 50,000 Square Foot (SF) facility to support the B-21 WRSS. This project will include spaces constructed to secure area standard (AFI 16-1404), See 01 14 00 WORK RESTRICTIONS for additional information and requirements. Facilities will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200-02, High Performance and Sustainable Building Requirements. The facility should be compatible with applicable DoD, Air Force, and base design standards. In addition, local



materials and construction techniques shall be used where cost effective. This project will comply with DoD antiterrorism/force protection requirements per unified facilities criteria. All work shall be in accordance with RFP documents issued within this solicitation.





The contractor will be required to commence work within 10 days after Notice to Proceed (NTP) and complete the work in the proposed number of calendar days (Not to Exceed 365 calendar days) after receipt of NTP. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and Payment Bonds will be required.
