Description
The Black Hills Health Care System requires the purchase of two lawn mower tractors with the salient characteristics listed below.

This is a SOURCES SOUGHT NOTICE only looking for businesses to provide the supplies listed below for market research purposes. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS OR PRICING AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. This notice shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs.

Responses to this notice will be treated only as information for the Government to consider as part of their market research efforts. The information provided will be used by the Government in developing its acquisition strategy regarding possible set aside for Veteran Owned and other socio-economic categories of small business. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this notice and parties responding will not be entitled to payment for direct or indirect costs incurred in responding to this notice.

The North American Industry Classification System (NAICS) code for this requirement is 333112, Lawn and Garden Tractor and Home Lawn and Garden Equipment Manufacturing, with an SBA Small Business Size Standard of 1,500 employees.

Please identify any of your firm s existing contract vehicles (e.g., GSA federal supply schedules) which provide similar supplies as those described in the Salient Characteristics below.

Identify if your organization is the manufacturer of the required supplies. If you are not the manufacturer, identify the manufacturer of the supplies that you will provide.

Identify whether any foreign-end products, as defined in FAR Provision 52.225-2, would be provided to meet this requirement ( https://www.acquisition.gov/far/part-52#FAR_52_225_2__d3401e52).

Salient Characteristics for Two Lawn Mower Tractors

The Black Hills Health Care System Hot Springs, SD is looking to procure two lawn mower tractors. A lawn mower tractor is a small, rigid-frame, engine-powered vehicle consisting of a 4-wheeled drive unit with front mowing deck, cab, and other labor-saving tools or attachments.

Below are the salient characteristics of the unit that is being requested:

Minimum 37 HP diesel engine
Rated operating capacity of a minimum of 2,500 pounds.
Standard hydraulic circuit at a minimum 6.3 GPM
Full time cab with heat and A/C, lights, windshield wipers
Roll over protection system (ROPS) built into cab
Standard 2-point lap seat belt
Wide width airless tires approximately 26 x 12 wheels
The total width of the unit cannot exceed 60 inches in order to pass through existing structures.
Hydrostatic on-demand full time 4-wheel drive
High/low range hydrostatic transmission
Rear counterweights
Upholstered ergonomically sculpted seat, lumbar, adjustable seat back, air suspension, and seat armrests

The unit is requested to include the following accessories:
A minimum 72 front side discharge, one-piece stamped steel, mower deck
A minimum 60 rotary broom, PTO driven, hydraulic angle
