The Defense Information Systems Agency (DISA), National Capital Region, Fort Meade, Maryland intends to negotiate a sole source contract with Northrop Grumman at 7575 Colshire Drive, McLean, VA 22101. This requirement is for the continuation of services for the engineering support and software functional changes to the proprietary messaging switch components currently being provided. The DISA/SD43 has a critical continuing need to provide proprietary NG software development to support the operational and test messaging switch systems at National Gateway Centers (NGCs) located at Fort Detrick (NGC-D), the Pentagon (NGC-P) and Raven Rock Mountain Complex (NGC-R), specifically the Enhanced Communication Gateway System (ECGS) and the Secure Messaging and Routing Terminal Next Generation (SMART.neXt). The messaging switch components and software were previously purchased and installed by the Government, and the Government’s current need is for support for those components and software.

The resulting contract will be issued on a firm-fixed price basis. The anticipated period of performance is a base period of one-year, and four one-year option periods. This is not a request for competitive proposals. Requests for copies of this solicitation will not be honored unless the respondent provides evidence showing their capability to perform the required services. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source pursuant to the limited source authority of FAR 8.405-6(a)(1)(i)(B). A determination by the Government not to compete this proposed contract action is supported by a Limited Source Justification and Approval.
