General Notice

City of Watertown, SD (Owner) and Watertown Municipal Utilities (Owner) is requesting Bids for the construction of the following Project:

2024 PMP B – NEIGHBORHOOD STREET RECONSTRUCTION 12TH AVENUE NORTHWEST

Bids for the construction of the Project will be received at the City Finance Office located at City Hall, 23 2nd Street NE, Watertown, SD until Wednesday February 28, 2024 at 3:00 PM local time. At that time the Bids received will be publicly opened and read.

The Project includes the following Work:

The work is comprised of two (2) base bids. Only one contract will be awarded. The work is generally described as follows:

2024 PMP B – NEIGHBORHOOD STREET RECONSTRUCTION 12TH AVENUE NORTHWEST

The Project will be in 2 phases with the completion of roadway surfacing and watermain replacement done on 12th Avenue NW from 6th Street NW to 4th Street NW before the next phase begins.

1. Base Bid 1 - 12th Avenue Northwest Street Reconstruction - The project includes the reconstruction of approximately 11,295 S.Y. of asphalt pavement milling, 4,515 L.F. of removal and installation of curb and gutter; 2,409 S.Y. of removal of concrete sidewalk; 580 S.Y. of remove concrete approach pavement; 4,507 L.F. of install 24-inch curb and gutter; 25,548 S.F. of install 4-inch or 6-inch concrete sidewalk; 9,481 S.Y. of woven textile fabric; and 9,481 S. Y. of 4-inch asphalt concrete composite, aggregate base course; 4,336 Ton of haul and place salvaged asphalt mix; erosion control; traffic control; and landscaping.

2. Base Bid 2 – Watermain Replacement – 12th Avenue Northwest from Crestview Drive to 1st St W: Construction of urban water mains at the following location: Along 12th Ave NW from Crestview Drive to 1st St W. The project will consist of removing existing water main and appurtenances and furnishing and installing all new water main and appurtenances as shown on the plans. The approximate quantities of water main and appurtenances to remove include 626 feet of 10-inch Cast Iron Water Main; 377 feet of 10-inch Asbestos Cement Water Main; 491 feet of 6-inch Cast Iron Water Main; 85 feet of 4-inch Cast Iron Water Main; 1 10-inch Tee; Four 6-inch Tee; Three 4-inch Tee; One 6 x 4-inch Tee; One 10-inch valve and box; Three 10-inch valve box; 5 4-inch valve box; one 10 x 6-inch Cross; one 6-inch valve and box, one 4-inch valve and box, 52 feet of 4-inch Cast Iron Hydrant Leads; 39 feet of 6-inch Hydrant Leads; one 10 x 6 x 4-inch Cross; one 6-inch 90 degree Elbow; 3 removing valve boxes and removing and salvaging 7 fire hydrants. New water main and appurtenances to be furnished and installed include: 647 feet of 16-inch DR18 PVC Water Main; 463 feet of 10-inch DR18 PVC Water Main; 536 feet of 6-inch DR18 PVC Water Main; 10 feet of 4-inch DR18 PVC Water Main; 91 feet of 6-inch DR18 PVC Hydrant Lead; 8 varies size reducers; 1- 16 x 6 Cross; 13- MJ Couplings of various sizes; 15 – Tees of various sizes; 27 – Valves and boxes ranging in size from 6 to 16-inch; 4 – Foster Adaptors ranging in size from 10 to 16-inch; 133 Megalugs of various sizes; 1,896 feet of I/C #10 Tracer Wire; Renew 7 - 1-inch to ¾ -inch service lines with 21 feet of copper and 7 service couplings; 7 – fire hydrants which have been salvaged from the project. The project will also include an estimated 41.8 tons of water main pipe bedding material.

Bids are requested for the following Contract: 2024 PMP B NEIGHBORHOOD STREET RECONSTRUCTION 12th AVENUE NORTHWEST

The Project has an expected completion date of October 4, 2024.

Information and Bidding Documents for the Project can be found at the following designated websites: www.watertownsd.us

Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Offices on Monday through Friday between the hours of 8:00 AM to 5:00 PM, and may obtain copies of the Bidding Documents from the Issuing Office as described below. South Dakota bidders may receive copies of the bidding documents free of charge. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.

Each Bid shall be accompanied by a bid bond in the amount equal to ten percent of the total bid or a cashier’s check made out to the City of Watertown for five percent of the total bid. Surety for bid bond must be authorized to do business in the State of South Dakota. This is to serve as a guarantee that the Bidder will enter into a Contract within 15 days of Notice of Award in accordance with the terms of the principal’s Bond and a contractor’s Bond as required by law and the regulations and determinations of the governing board for the performances of such Work. Only Bids that are accompanied by such a check, Bond will be considered. Bidder must be licensed for the full amount of the Bid. No Bid will be read or considered which does not fully comply with the above provisions as to bond and license. Any deficient Bid submitted will be returned to the Bidder unopened.

Bidders on this Work will be required to comply with the President’s Executive Order Nos. 11246 (Equal Employment) as amended. Bidders shall also comply with Executive Orders 11625, 12138, and 12432; 40 CFR part 33; Section 129 of P.L. 100-590 Small Business Reauthorization & Amendment Act of 1988; Public Law 102-389 (42 U.S.C. 437d); a 1993 appropriations act (“EPA’s 8% statute”); Public Law 101-549, Title X of the Clean Air Acts Amendments of 1990 (42 U.S.C. 7601 note) (“EPA’s 10% statute”), encouraging recipients to award construction, supply, and professional service contracts to minority and women’s business enterprises (MBE/WBE) and small business; and requiring recipients to utilize affirmative steps in procurement. The requirements for Bidders and Contractors under these orders are explained in the specifications.

Bidders are advised that the Workforce Participation Goals are 1.3% for Minority and 6.9% for female participation in each trade. The fair share objective of this project is 1% MBE’s and 4% WBE’s.

Bidders on this Work will be required to comply with Public Law 115-232 Prohibition of Certain Communication Technologies

Davis-Bacon and related acts provisions apply to this project. All provisions relative to those acts must be met.

The low responsive bidder will be required to certify compliance with the American Iron and Steel provision of the Consolidated Appropriation Act of 2014. This certification form may be found on page AIS-21 of the State Revolving Fund (SRF) General Conditions and must be included in the bid proposal.

Please be advised that waivers or exemptions from the American Iron and Steel provision that cite International Trade Agreements DO NOT comply with the Consolidated Appropriations Act of 2014 as it applies to the SRF programs. Claims from suppliers that the American Iron and Steel provision does not apply to certain products based on the International Trade Agreement exemptions of the Consolidated Appropriations Act of 2014 will not be accepted.

This project may be partially funded using American Rescue Plan Act (ARPA) funds. As a condition of the ARPA funding guidelines, the Contractor shall meet the minimum requirements as listed in the Instruction to Bidders.

All Bidders shall have a valid South Dakota Contractor’s license of the appropriate Class for the work, as required by ARSD 20:53:06 or SDCL 36-25. Bidders shall enclose a copy of their license or Certificate of Renewal in the same envelope as the Bidders Bond. Bidder must be licensed for the full amount of the Bid. No Bid will be read or considered which does not fully comply with the above provisions as to bond and license. Any deficient Bid submitted will be returned to the Bidder unopened. The Owner reserves the right to reject any or all bids or proposals received, and further reserves the right to award the contract in the best interest of the Owner.

Pre-bid Conference: There will be no prebid conference for this work.
