Request for Proposal
2023 Playground Structure
Overview
The City of Watertown, South Dakota is requesting proposals from qualified playground equipment companies in order to establish a contract to provide new playground equipment, ADA accessible rubber surfacing and installation services in the following location:

Site Preparation
The City of Watertown will be responsible for removal and stumping of existing tree. The Vendor will be responsible for final grading, concrete and safety surfacing installation.
Vendor Services
The selected vendor shall be responsible for:

Provide the City with colored conceptual drawing and an overhead schematic of playground equipment.

Meet with City staff prior to submitting the final order to confirm color, attributes and layout of the equipment.

Respond to inquiries from City staff concerning equipment or installation and provide prompt attention to any issues regarding missing or mislabeled parts.

Coordinate scheduling of installation of equipment with City staff.

Be responsible for providing safety precautions in connection with contracted installation work.
6) Upon completion of equipment installation, conduct an onsite audit to confirm that the equipment was installed according to manufacturer's specifications and provide written documentation of the audit to the City of Watertown.
General Equipment Requirements
1) All equipment shall meet or exceed CPSC requirements and be compatible with ADA, IPEMA, & ASTM guidelines.

Project Budget
Lions Park: Not to exceed $143,000
Each submission should utilize the entire budgeted amount for each unit and include: all site preparation, concrete, surfacing, installation, equipment, shipping, and applicable taxes.
Proposals that exceed budgeted amount will not be considered.
The City reserves the right to;
Reduce the overall cost of a selected proposal in advance of confirming the order by requesting modifications or deletions as required to meet unexpected budgetary constraints.
Negotiate for the substitution of specific features while remaining consistent with the design concept.
Submission Requirements
Each vendor may submit (1) proposal for the playground site. To the extent possible, each proposal shall include all the equipment described above. The proposed design shall be compatible with the site. It is the responsibility of the vendor to confirm available space and compatibility for each design.
The proposal shall include: (1) original and (4) copies.

A single total project cost proposal, including an itemized breakdown of all charges must be submitted in a separate sealed envelope and should not be included or referenced in the other proposal documents.

Plan sheets 11 "x 17" showing entire design with dimensions.

Color rendering of design.

List or reference of design components.

Description of component materials/specifications.

Accessibility summary.

Copy of manufactures warranty and liability coverage.

Name of contractor providing professional installation services.
Schedule
Submittals are due no later than 4:00 p.m., Friday, May 12, 2023 to the Watertown Parks &
Recreation Dept. PO Box 910, Watertown, SD 57201
Projected City review process — May 15 - 17, 2023.
The City intends to select one vendor for the project within 5 working days of review.

Selection will be based on the lowest Adjusted Total Value.
The review committee will consist of City staff from multiple disciplines, members of the Park Advisory Board and donors in order to solicit input from a variety of viewpoints.
